This is a proposal to un-pause (resume) the processing of incoming XCM messages on Moonriver.
Details
On Friday May 9th, an update was applied to Kusama which caused issues finalizing blocks for parachains, including Moonriver.
Kusama referendum fixed the issue and block production on Moonriver resumed.
However, the Moonriver runtime contains a safety feature that pauses XCM message execution when blocks fail to be finalized.

Voting Yes– Due to the recent Kusama blockchain issues, causing 2x block processing time. Moonriver XCM had to be paused. All in favor of restoring the XCM protocol asap on Moonriver.
