This is a proposal to un-pause (resume) the processing of incoming XCM messages on Moonriver.
Details
On Friday May 9th, an update was applied to Kusama which caused issues finalizing blocks for parachains, including Moonriver.
Kusama referendum fixed the issue and block production on Moonriver resumed.
However, the Moonriver runtime contains a safety feature that pauses XCM message execution when blocks fail to be finalized.
This proposal will execute a whitelisted call to the emergencyParaXcm.pausedToNormal extrinsic to resume XCM message processing. The call was whitelisted via a vote of the OpenGov Technical Committee in order to fast track execution.
