Treasury Elections, Term January - June, 2025

Hey everyone,

We’d like to announce the start of the Treasury Elections for the term January - June 2025 for the positions of Non-Foundation Treasury Council members.

The current council consists of five members:
• 2 Foundation Treasury Council Members
• 3 Non-Foundation Treasury Council Members

In May 2024, elections were held for the current Non-Foundation Council Members.

The proposed process is outlined below:

Responsibilities

• Ensure responsible spending of treasury funds in the best interests of the Moonbeam and Moonriver networks.
• Review and vote on proposals submitted by community members and service providers for initiatives such as infrastructure maintenance and operations.
• Communicate openly with the Moonbeam community on the Forum, explaining the rationale behind funding decisions.
• Facilitate community-driven initiatives by serving as the multisig for token distribution processes.

Election Process

Anyone interested in running for the Treasury Council should create a “Treasury Council Member Candidacy” post in the Treasury Proposals Category on the Forum between December 3-10, 03:00 PM UTC. This includes the 3 existing Non-Foundation Members, should they wish to reapply.

Format of the Candidacy Post:

• Name: Applicant’s name.
• Timezone: The timezone where the applicant normally resides.
• English Language Proficiency: Proficiency level based on the IRL scale (minimum IRL 3 required).
• Qualifications: Proof of experience in Web3.
• Background: Applicant’s Moonbeam background and track record.
• Motivation: Reasons for applying.
• Conflicts of Interest: Disclosure of any potential conflicts of interest that could affect the evaluation of proposals.
• Availability: A commitment of at least 10 hours per week is required. Applicants must disclose any restrictions that might hinder their ability to attend regular meetings.
• Code of Conduct: Applicants must affirm their good standing in the community and commitment to upholding the code of conduct.

Eligibility Criteria

• Minimum IRL 3 proficiency in English.
• Ability to dedicate a minimum of 10 hours per week.
• Forum Trust Level 1.
• Complete Delegate Profile on the Delegation Dashboard.
• Desirable qualifications include experience in infrastructure operations, software development, and similar areas.

Dates

• Dec 3 - Dec 10, 03:00 PM UTC: Candidates post their candidacy posts on the Forum.
• Dec 10 - Dec 15, 03:00 PM UTC: The community provides feedback on candidacy posts and asks applicants additional questions.
• Dec 16, 03:00 PM UTC: A weighted snapshot vote begins.
• Dec 23, 03:00 PM UTC: A weighted snapshot vote ends.

Note: Changing one’s vote in the last 10 hours of the weighted snapshot voting is prohibited. Accounts attempting to do so will be identified using an indexer and disqualified. Please consider your vote carefully before casting it.

The three candidates who receive the highest weighted votes and pass the Foundation administration review will proceed to on-chain voting scheduled for December 27, 2024.

Term

Council Members will serve from January 2025 - June 2025.

Compensation

Non-Foundation Treasury Council Members will be compensated 1,500 USDC monthly for their services.

This change isn’t just for kicks; it’s to make your voting experience more secure and transparent. We’ve got seven candidates, so dive into their candidacy posts, get to know them, and see where they’re coming from.

Here’s how it goes down: only your votes in SUPPORT will count, and while you can throw your weight behind all seven, we’d like to ask you to focus on your top three picks. This also means that there is no point in voting “Nay” or increasing conviction.
The three candidates who gather the most votes will be our next Treasury Committee.

Let’s welcome our new (not-so-new) Treasury Council Members:

As outlined in the original post, elections lasted for 7 full days, from December 16, 3 pm UTC to December 23, 3pm UTC. Instead of Snapshot, we used Fast General Admin track to record the voting on-chain. And per this track, the proposal enters the confirmation period after a certain threshold for support and approval is reached. To stay in line with the original proposed timeline, MBF voted “Abstain” with the exact same amount of tokens for all 7 candidates to speed up the process. As a result, the first 3 candidates with the most amount of tokens in Support and, thus, whose proposal entered the Confirmation period first are the winners of this election. The way MBF started voting “Abstain” is by voting for the candidate with the highest Support level at Dec 23, 3pm UTC to ensure the outcome the Moonbeam community voted for.
