Name: Maksims Kurajevs
Timezone: UTC+02:00
English Language Proficiency: IRL 3

Qualifications
I am an experienced IT and fintech professional with over six years of experience in blockchain and cryptocurrency. As co-founder and CEO of a leading NFT platform, as well as a frequent guest speaker and blogger, I leverage my business and management education to drive innovation and strategic growth in Web 3.0 technologies. Currently, I am pursuing a Master’s in Finance at a university near Amsterdam, which creates opportunities for connecting with bright minds interested in the Web3 space.

Experience in Web3

  • Binance Angel Investor (3+ years): Built and managed a thriving Russian Binance community of over 100k members, organized numerous events, fostered engagement, and conducted product testing for Binance & Trust Wallet (certified).
  • Community Builder: Represented the Graph Network at meetups and built communities for promising crypto projects, including GuildFi, Swash, Aperture Finance, and Tanssi Network.
  • Active Investor & Influencer: Angel investor in over 30 Web3 startups, Web3 blogger, and frequent guest speaker in the space.
  • Technical Expertise: Founder of a Web3 marketplace, Monezo, and validator for Mina Protocol, Nym, Polkadot, Graph Protocol, and Solana.

Background (Moonbeam & Polkadot)
Web3 has become my full-time passion over the last six years. Since 2021, I have been deeply involved in the Polkadot ecosystem, currently validating Polkadot, and later, in 2022, I shifted my focus to the Moonbeam space. As a dedicated Moonbeam ambassador, I actively participated in the Moonbeam public sale and engaged with the local Moonbeam community.

Holding GLMR tokens, I am a strong believer in the future success of the Moonbeam and Polkadot ecosystems. The integration of systems like Moonbeam, which simplifies building on Web3, is crucial and will undoubtedly secure its place in the industry.

I am also currently participating in the Moonbeam Odyssey Program. In the Polkadot ecosystem, I am running a validator for Karura and Tanssi Network and am part of the Graph Advocate DAO, where I am involved in translations, content creation, and organizing meetups.

Motivation
I believe that Web3 and crypto are driven by decentralized enthusiasm. They are built, driven, and led by proactive believers. I am applying for the council to participate in ecosystem development, voting, and guiding the project’s treasury and resources. With solid experience in fintech and Web3, I can bring valuable insights into evaluating the right teams and ideas that will make an impact, leading to the growth and formation of the Web3 ecosystem in which we all believe.

If elected, I will use my personal blog and YouTube channel to encourage more people to get involved in the Moonbeam ecosystem and voting processes. I believe this could attract many new users and increase engagement.

It is crucial to support the right projects to ensure their success. I am passionate about helping the Moonbeam ecosystem thrive and am inspired by the doers within this space. Joining the council would allow me to deepen my involvement with the community and collaborate closely with other council members to drive the project forward.

Conflicts of Interest
I have no conflicts of interest that would impact my ability to evaluate proposals objectively.

Availability
I can commit 12-14

hours per week to the committee. I have no restrictions that would interfere with attending regular meetings.

Code of Conduct
I fully share the code of conduct principles and will adhere to them.

hey Maksims, thanks for applying for the treasury council!

i have some questions to better understand your expertise and alignment with this role:

  1. how would this experience help you assess infrastructure proposals, such as RPC providers, block explorers, wallets? can you provide specific examples of technical metrics you would prioritize in your evaluations?
  1. could you please clarify what you mean by this? the program ended over 6 months ago

  2. how would you approach a scenario where multiple high-priority proposals are competing for limited treasury resources? what framework or criteria would you use to evaluate which to fund?

  3. do you have experience drafting or reviewing governance proposals?

Hi @maxmut96 welcome to the forum!

Can you provide some hard examples of your work or achievements? Some of your links are broken as well in the supporting information section. You mentioned being an angel investor to several startups and formed a 100k user binance community but I didnt see any references?

Hey Turrizzt!, thank you for your thoughtful questions and for taking the time to review my application. I appreciate your interest in understanding my background and how it aligns with contributing effectively to the treasury council.

  1. My validator experience in various ecosystems (Mina, Nym, Polkadot, The Graph, Solana) helps me quickly spot what’s solid and what’s just hype. I look for proven uptime, easy scaling, strong security practices, and good UX—for both developers and end-users. It’s not just about having great tech; it’s also about making sure people can actually use it without headaches. I’d prioritize things like node stability, interoperability with other chains, and strong documentation that encourages more devs to build on Moonbeam.

2)As for Odyssay it was typo. I participated in many early Moonbeam initiatives, including the Odyssey Program back when it was running. I’ve remained involved in the community since then through various ambassador activities and by regularly engaging with the ecosystem as it’s evolved.

  1. When multiple great proposals compete for limited funds, I’d focus on what fits the broader Moonbeam strategy and delivers real value. I’d ask: Does this project help grow the ecosystem, bring in more users, or solve a real problem? Can they deliver results long-term, and do they have a solid, reliable team? Balancing short-term wins and long-term sustainability is key.

  2. Yes, indeed. I’ve helped review proposals and given feedback in other DAOs and communities (like The Graph), and I’ve seen what works: clarity, transparency, and straightforward communication. While I haven’t drafted Moonbeam governance proposals yet, I’m comfortable jumping in, reviewing them, and pushing for improvements to ensure the community’s voice is heard.

Also being validator in different chains requires to give proposals & reports and be involved in the chain development, so i am regularly in collabroation with different teams.

Hey Blackk, thanks for catching that. Some links got messed up when I submitted from my tablet—I’ll re-share them at the end of this message.

Concrete Achievements:

  • Academic Background: Two university degrees (Business and Economics) and currently pursuing my third in Finance & Investments.
  • Angel Investing: Personally invested over $2M into 20+ Web3 startups since 2017, focusing on early-stage (angel/pre-seed) rounds.
  • Binance Angel Experience: One of the first certified Binance Angels, responsible for building and managing a 100k+ member Binance Russia Telegram community. I’ve also hosted Binance meetups across Europe, tested new Binance features, and contributed to Trust Wallet localization.
  • Community Building for Other Projects: Official community rep for projects like The Graph, Swash, MadWorld, Pocket Arena, and more—growing local user bases, organizing meetups, and increasing engagement.
  • Content & Visibility: Run my own YouTube channel and blog, sharing insights on Web3 trends and project developments.

I’ll make sure to provide updated links below so you can verify these details. My background in business, treasury management, and community growth sets me apart and ensures I can bring strong value to the Moonbeam ecosystem.

Delegate profile - Delegates of Moonbeam DAO

I’d also like to emphasize that these treasury elections are incredibly important—I believe now is the time to step up, shine, and position Moonbeam for the next wave of adoption.

We’re likely at the start of a new growth cycle, and it’s crucial to support the right proposals and applications that will enhance Moonbeam’s infrastructure and benefit the entire ecosystem.

With my deep understanding of Web3, solid community experience, personal resources, and a strong academic and business background, I’m confident I can contribute real value to the community moving forward.

If anyone has additional questions, please feel free to ask.

In addition, I’ve successfully led a Web3 project through several incubator programs (Chromia Incubator, Octopus Incubator) and secured a strategic partnership with Polygon. We hosted high-profile events, gained media coverage, and made impactful presentations. While I’m currently not active in that startup, this hands-on experience in building and scaling a Web3 venture gives me valuable insights into what it takes to drive real adoption and innovation.

hey Max, thanks for getting back to me. i have a few more questions:

  1. when evaluating a RPC proposals , what specific costs or performance metrics would you measure?
  1. are there any proposals, discussions, or contributions you’ve made that are publicly accessible? could you share links or screenshots?

When it comes to evaluating RPC proposals, I focus on two main areas: cost and performance. On the cost side, I look for clear pricing, a fair GLMR/MOVR conversion rate, and the ability to handle higher workloads without fees skyrocketing. For performance, I want to see near-perfect uptime (99.9%+), low latency, and solid scalability during traffic spikes. Essential features like eth_getLogs, snapshots, and bootnodes are crucial, as well as a global node distribution to ensure reliability. My goal is to secure top-quality, dependable RPC infrastructure for the ecosystem at a fair price—standards I believe are both common and sensible.

Regarding proof of my own contributions, most of my work has happened via internal chats, dev calls, and private forms, so public records are a bit limited. That said, I can offer logs from my validator nodes (e.g., Mina Protocol), and possibly some screenshots from The Graph Advocate DAO’s internal servers (pending NDA constraints). I also have photos and references from my public presentations at Binance-related events, plus a few(test) proposals visible on my Moonbeam delegation profile. If you need something more specific, I’m happy to dig it up.

Thanks again for taking the time to review my application. Your questions have been thoughtful and thorough.
