hey Julio, thanks for applying for the treasury council

i have a few questions to better understand your expertise and how it aligns with the role

  1. can you provide a specific example of a project you’ve reviewed, detailing how you assessed its technical and strategic viability?

  2. if you were faced with 3 competing proposals for similar infrastructure services (eg. 3 RPC providers) what criteria would you use to differentiate them, particularly from a technical perspective?

  3. what is your strategy for evaluating recurring proposals, such as continued funding for RPC providers or explorer maintenance? how would you ensure these services remain cost-effective and scalable over time while preventing misuse of treasury funds?

  4. do you have experience drafting or reviewing governance proposals?

Hi Turrizt ! is a pleasure to answer your questions!
I will answer one by one:

  1. I participated as a business expert in the Grant Committee Season 4, where I evaluated different projects in detail, focusing on their market entry strategies and overall viability. One of the projects I reviewed was DIODE, which was approved by the committee. Its main vision is to transform the internet into everyone’s private network, similar to a VPN.

My role was to ensure the team performed proper due diligence, met all the necessary requirements, and adhered to development timelines. For example, I reviewed their technical roadmap and highlighted areas where they needed clearer milestones. Strategically, I assessed their market approach to ensure it aligned with their vision and had the potential for long-term success.
This detailed review helped the project refine its strategy and secure approval from the committee.

  1. if i need evaluating 3 RPC providers, I’d check the performance and make sure they are the same level to compare each others, including latency and scalability. I’d also look at security, ensuring strong encryption and good access controls. I believe support is crucial, so I’d want responsive and knowledgeable help. Cost is important too, both upfront and ongoing. Integration should be smooth, with APIs that work well with our systems. Finally, an active community and strong partnerships can enhance the service.

  2. I will implement a strategy that will look for: good performance by tracking key indicators like uptime and latency. I’d conduct cost-benefit analyses to ensure value for money. Scalability is key, so I’d regularly test the service’s ability to handle more traffic. Ensuring security compliance is a must, along with gathering user feedback to identify areas for improvement. To prevent misuse of funds, I’d set strict budget controls and monitor spending closely. Regular financial and performance audits are necessary to ensure proper use of funds. Clear accountability measures, including penalties for misuse, help deter inappropriate spending.

  3. I believe have the skills and knowledge to try to draft and review governance proposals. This includes evaluating the impact, engaging with stakeholders, and monitoring the implementation.

hey Julio, thanks for getting back to me. I have a few more questions:

  1. can you provide an example of a technical milestone you proposed and why it was important for their success?
  1. how would you structure a cost-benefit analysis for an RPC provider? what metrics would you use to quantify performance versus cost?
  1. how would you test whether an RPC provider can scale during traffic spikes? what stress testing approaches or tools would you employ to validate scalability?

Hi Turrizt!

1- While serving on the Season 4 grant committee, I evaluated the DIODE program. A technical milestone I recommended was adding detailed KPIs to the roadmap. This is crucial because it gives teams measurable goals to track progress and prove that their technology can handle real-world use. It also assures stakeholders that the project has a clear path for implementation and expansion.

2- Like with other business projects, we need to implement fundamental parameters to ensure good performance and cost-benefit analysis. This could start by building a matrix to compare costs such as subscription fees, infrastructure, and maintenance, alongside performance metrics.

3- To see if an RPC provider can handle traffic spikes, I’d test it with methods. First, I’d check how it works under normal conditions. Then, I’d simulate a big traffic surge to see if it can keep up without crashing.
