Treasury Council Elections - Term January - December, 2026

Hey everyone,

We’d like to announce the start of the Treasury Elections for the term January - December 2026 for the positions of Non-Foundation Treasury Council members.

The current council consists of five members:

•	2 Foundation Treasury Council Members

•	3 Non-Foundation Treasury Council Members

In December 2024, elections were held for the current Non-Foundation Council Members.

The proposed process is outlined below:

Responsibilities

  • Ensure responsible spending of treasury funds in the best interests of the Moonbeam and Moonriver networks.

  • Review and vote on proposals submitted by community members and service providers for initiatives such as infrastructure maintenance and operations.

  • Communicate openly with the Moonbeam community on the Forum, explaining the rationale behind funding decisions.

  • Facilitate community-driven initiatives by serving as the multisig for token distribution processes.

Election Process

Anyone interested in running for the Treasury Council should create a “Treasury Council Member Candidacy” post in the Treasury Proposals Category on the Forum between November 11-23, 03:00 PM UTC. This includes the 3 existing Non-Foundation Members, should they wish to reapply.

Format of the Candidacy Post:

  • Name: Applicant’s name.

  • Timezone: The timezone where the applicant normally resides.

  • English Language Proficiency: Proficiency level based on the IRL scale (minimum IRL 3 required).

  • Qualifications: Proof of experience in Web3

  • Background: Applicant’s Moonbeam background and track record.

  • Motivation: Reasons for applying.

  • Conflicts of Interest: Disclosure of any potential conflicts of interest that could affect the evaluation of proposals.

  • Availability: A commitment of approximately 10 hours per week is required. Applicants must disclose any restrictions that might hinder their ability to attend regular meetings.

  • Code of Conduct: Applicants must affirm their good standing in the community and commitment to upholding the code of conduct.

Eligibility Criteria

  • Minimum IRL 3 proficiency in English.

  • Ability to dedicate approximately 10 hours per week.

  • Forum Trust Level 1.

  • Complete Delegate Profile on the Delegation Dashboard.

  • Desirable qualifications include experience in infrastructure operations, software development, and similar areas.

Election Process

Similar to December 2024, the Fast General Admin track will be used. There will be one referendum per eligible candidate. Only votes in support will count, and while one can throw one’s weight behind all candidates, it is preferable that community members focus on their top three picks. This also means that there is no point in voting “Nay”. The three candidates who gather needed support first will form the core of our next Treasury Committee.

Dates

  • Nov 11 - Nov 23, 03:00 PM UTC: Candidates post their candidacy posts on the Forum.

  • Nov 23 - Nov 30, 03:00 PM UTC: The community provides feedback on candidacy posts and asks applicants additional questions.

  • Dec 2, 03:00 PM UTC: A proposal per candidate is posted.

  • Dec 12, 03:00 PM UTC: Winners are announced.

The three winning candidates must then pass Foundation administration review. Following this, a final vote will go on-chain to formally alter the treasury council addresses on or around December 16, 2025.

Term

Council Members will serve from January 2026 - December 2026.

Compensation

Non-Foundation Treasury Council Members will be compensated 1,500 USDC monthly for their services.

Update on the Election Process

Candidates

Firstly, happy to report that we have 5 candidates to consider - the 3 current members and 2 other well known community members. Here are their posts:

Community members are encouraged to review these candidacy posts in order to make an informed decision when voting opens.

Governance Guild Delegates and Voting Schedule

As it happens, the current MGG Term 2 ends at the end of November when Term 3 will begin. In order to avoid the elections to be decided by voting of just a few MGG delegates, the Moonbeam Foundation will revoke its MGG delegations and wait until the Treasury Council elections conclude before delegating to the Term 3 delegates.

However, the governance vote for RT4001 will be open until ~ December 9th and requires the support from the Term 2 delegates to pass.

Therefore, the referenda for the TC elections will not be created until December 10th.

Reminder that winners will be determined by total support and not approval. Thus conviction will not be taken into account.

The voting will run for approximately 7 days. Candidate winners will be based on the order in which their respective referendum receives the needed approval to confirm and execute.

After the 7 days, if there are not yet 3 winners, the Foundation will vote with abstain to provide the necessary support for the remaining referenda to pass until there are 3 winners. This will be applied across the outstanding referenda in descending order according to the support level they have reached.

Following this, the winners will be announced and a final vote will go on-chain to formally alter the treasury council addresses later in December (after addresses are collected by the Foundation).
