As Composable Finance has not consistently produced blocks, we propose closing the XCM channel with Composable Finance (Para ID 2019).

Summary
Composable Finance did not produce a block for 112 days (https://composable.subscan.io/block/4940691) before making the following block (https://composable.subscan.io/block/4940692).
After that, they intermittently produced blocks for a few more days until the last block was created roughly 37 hours ago at the time of writing.
I think it is best to close this XCM channel. If the project can consistently create blocks and stabilize again, we can quickly create another proposal to reopen the channel in the Fast General Admin track.
