Abstract

Close the XCM channel with Phala.

Details

As Phala is winding down from Polkadot we are proposing to close the XCM channel as leaving XCM channels open with Parachain IDs not in used can be a security problem.

Proposal 130 failed as the Moonbeam sovereign account in the relay chain did not have enough transferable DOT to pay for XCM execution (due to the AH migration, hence this was not tested in Chopsticks).

The account now holds enough DOT to pay for the execution; the call was successfully executed in Chopsticks.
