Abstract - This proposal is to authorize the upgrade to runtime 4303 on Moonriver using the whitelist track.
Details - An issue has been identified in the Moonriver & Moonbeam runtimes. The OpenGov Technical Committee has voted in favor of whitelisting the authorization for upgrades to both networks in order to address this issue quickly.
Community members are asked to vote AYE.
